European Ferro alloy producers, in November 2014, filed a complaint with the European Union to bring dumping of Silico Manganese from India under investigation. The Union has begun an anti-dumping investigation on imports of SiMn from India and has invited Indian producers to participate in the same.
The complainant said that SiMn from India is being dumped in the European market.
Comité de Liasion des Industries de Ferro-Alliages filed this complaint on behalf of three Union producers, which together constitute over 25% of the total Union production of Silico Manganese. The complainant said that SiMn from India is being dumped in the European market at an export offer lower than India’s own domestic offer, thereby causing material injury to the Union Industry. Further, allegations add with evidence that the volumes of SiMn imported from India have affected local prices, domestic sales and employment situation in the Union industry.
If these allegations are proved to be correct at the end of the investigation, anti-dumping duty may be imposed on export of SiMn from India to EU, causing a major setback to Indian producers. India exported around 0.67 MnT Silico Manganese in FY14, out of which 0.11 MnT was made to European countries. According to an estimate, this makes about 25% of European SiMn consumption. As of now, impending investigation results, coupled with currently dwindling domestic demand, paint a gloomy picture for Indian SiMn.
